The backrower allegedly collected Force playmaker Jake Strachan high as he looked to clear his line from the kick-off.
It forced Strachan from the field for a HIA, eventually returning after passing his HIA before departing after the half-time break.
SANZAAR confirmed the incident was deemed at the red card threshold.
"Lachlan Swinton of the Waratahs has been cited for alleged foul play during a Super Rugby Pacific match at the weekend," they said in a statement.
"Swinton is alleged to have contravened Law 9.13: A player must not tackle an opponent late or dangerously, during the match between the Waratahs and Western Force at Allianz Stadium in Sydney on 15 August 2023.
"Upon further review of the match footage, the Citing Commissioner deemed in his opinion the incident had met the Red Card threshold for foul play."
It capped off a rollercoaster Sunday for the backrower, charged 48 minutes after earning his Wallabies re-call.
Swinton was called into Eddie Jones' squad following injuries to Pete Samu (ankle) and Waratahs teammate Langi Gleeson (calf).
The 26-year-old has mixed success at the Judiciary, avoiding suspension in 2021 following a red card against the Chiefs to finish Super Rugby Trans-Tasman.
This came after he was handed a four-match ban for a high shot on All Blacks lock Sam Whitelock on his Wallabies debit.
