However, the Wallaroos refused to die and Bienne Terita's try got them back into the contest.
A bruising burst from Ashley Marsters gave them a late lead before Marsters and Adiana Talakai were red-carded late in the contest.
With the game down to the wire, Marsters and Adiana Talakai were red-carded for high tackles.
In the end, a great tackle and rip by Arabella McKenzie forced the mistake and secured the win.
“I’m immensely proud. We gutted it out all the way until the end for the full 80 minutes so to come away with the win is a really good reward," Wallaroos captain Shannon Parry said.
“It was real tough battle against Scotland and they showed us how to play some footy there
“We properly didn’t play as clinical as we liked but we’ll take the points and we’re still alive in the World Cup and that’s what matters. We’ve come a long way in 12 months and I think that showed the hard work is finally paying off.”
The Wallaroos struggled to stop the Scottish rolling maul in the first half as they built pressure in the first half.
After an early back-and-forth, Lana Skeldon proved unstoppable at the back of the maul as the Scottish powered over the line.
In comparison, Jay Tregonning’s side struggled with their lineout and gifted opportunities to their opposition with some sloppy passing.
Rhona Lloyd looked to have scored the game's second try before a great tackle from Lori Cramer forced the mistake.
Cramer’s influence was key early after a couple of nice carries, with wingers Maya Stewart eventually injecting her pace in the game with a nice run.
However, a loose ball from Arabella McKenzie gave Scotland a chance to build pressure and camp inside the 5m line.
The tackle left McKenzie in agony, clutching her knee as the Wallaroos gave away penalty after penalty.
The ongoing pressure from the rolling maul saw Laura Jenner have little option but award a penalty try and yellow card to Adiana Talakai.
Struggling for momentum, player of the match Eva Karpani stepped up and got the Wallaroos firing at the right time.
Line breaks either side of the half got the side firing as the Wallaroos built pressure on the Scottish line.
Her front-row partner Liz Patu went close to scoring but was held up under the goalposts.
The relentless pressure from the forward pack, delivering solid hit-ups time after time eventually found its reward when the long ball hit teenage sensation Bienne Terita to dive over.
The Wallaroos refused to let up and continued to hunt for the game-winner.
Whilst a 5m line out when awry, the injection of Ashley Marsters provided an extra lift for Jay Tregonning’s side.
The Rebel marched the ball through the Scottish defence with a great burst before finishing it herself minutes later.
Lori Cramer proved clutch with the boot, nailing the conversation and a slice of redemption after her miss against Japan on the Gold Coast.
The game had some last twists, with Marsters and Adiana Talakai red-carded for high tackles as the siren sounded, reducing the Wallaroos to 13.
With one last attack, Scotland threw everything at the Wallaroos, asking questions of a defensive line down two players.
In the end, Arabella McKenzie proved the hero, making the game-winning tackle and turnover to secure a famous victory
