Emily Chancellor will take over the captaincy, with Ruby Anderson starting at number eight.
Leilani Nathan (knee) is set to miss the rest of the season, with twin sister Nicole filling her void at blindside flanker.
The only change in the backline comes at fullback, with Caitlyn Halse replacing Waiaria Ellis after her return from injury.
New Zealand import Anahera Hamahona comes onto the bench as the Waratahs seek for back-to-back titles.
As for the Reds, they will be without co-captain Jemma Bemrose and Wallaroos legend Sarah Riordan.
It sees Zoe Hanna and Maraea Tupai come into the back row alongside Carola Kreis, with Dillyn Blackburn onto the bench.
Lori Cramer and Ivania Wong join forces as the co-captains for the Final, looking for their maiden title.
This will be the Reds' fifth Super Rugby W Final in eight years, losing three straight to the Waratahs between 2018 and 2021 (2020 was called off after the regular due to COVID, with the Reds also finishing second to NSW).
